Festus Mogae, Botswana’s third president, has died at 86, the government announced, declaring three days of national mourning.

Mogae led the southern African nation from 1998 to 2008, stepping down after two constitutional terms. His smooth handover to Vice President Ian Khama reinforced Botswana’s reputation for political stability.

An economist by training, Mogae presided over strong economic growth. He won international praise for good governance and for confronting one of the world’s worst HIV/AIDS epidemics, launching one of Africa’s most comprehensive virus-response programs.

In 2008 he received the Ibrahim Prize for sustaining stability and prosperity during the crisis.

President Duma Boko said: “As a nation, we grieve a remarkable servant of the people.”

After leaving office, Mogae chaired South Sudan’s peace-monitoring body.

Born in Serowe in 1939, he studied in Britain, joined Botswana’s civil service after independence in 1966, and served as finance minister and vice president before becoming president.
