Antigua & Barbuda Introduces Universal Free Education Through University

Antigua & Barbuda has implemented universal free education from early childhood through university. Under the new policy, the Gaston Browne administration will cover tuition at the University of the West Indies’ Five Islands campus and fees for Caribbean Examinations Council (CXC) tests.

Education Minister Daryll Matthew described the 2026 initiative as a historic national development strategy designed to ensure academic progression depends on student merit rather than family wealth. While acknowledging that expanded access may strain existing educational infrastructure, the government has pledged to improve resources, training, and working conditions for educators.
