Aliko Dangote’s US$16 billion petroleum refinery in Lamu, Kenya, is already generating windfalls for local industry before a single drop of fuel is refined. Bamburi Cement, a domestic manufacturer, is positioning itself to supply roughly one million tonnes of cement and specialty concrete for the 700,000-barrel-per-day facility’s construction.

Despite Dangote Cement’s formidable footprint across 11 African nations, Kenya’s push for local content has opened the door for a homegrown supplier. Bamburi plans to leverage its Mombasa plant to deliver marine-grade and fiber-reinforced concrete tailored for the massive coastal project.

The timing is fortuitous. Bamburi is simultaneously executing a US$250 million capacity expansion at a new clinkerization plant in Kwale County. Slated for completion in 2030, the Lamu refinery is designed to serve East Africa’s energy markets. Yet its immediate legacy may be a blueprint for how foreign mega-projects can catalyze domestic industrial growth.
