Tanzania’s ascent to the top of Africa’s 2024 Global Cybersecurity Index (GCI) is the result of strategic advancements in both cybersecurity infrastructure and regulatory frameworks. The country achieved a perfect compliance score across all five key cybersecurity pillars: legal, technical, organizational, capacity building, and cooperation. This places Tanzania among Tier 1 global leaders, alongside nations like the U.S., U.K., and South Korea.

Several factors drove this success. The Tanzania Communications Regulatory Authority (TCRA) played a crucial role by enforcing cybersecurity laws and establishing the Tanzania Computer Emergency Response Team (TZ-CERT), which coordinates responses to cyber threats. Furthermore, the government’s emphasis on regional and international cooperation significantly enhanced Tanzania’s cybersecurity capabilities.

Tanzania’s focused efforts between 2023 and 2024 to enhance technical measures and build capacity in the cybersecurity sector were pivotal. These initiatives aim to maintain secure digital spaces, enabling citizens to safely engage in online activities while supporting the nation’s expanding digital economy.

Looking ahead, Tanzania plans to further strengthen its cybersecurity infrastructure through several key initiatives:

  1. Enhancing Technical Measures: While Tanzania has excelled in legal and organizational areas, the government is now focused on improving its technical capabilities. This includes bolstering digital security systems and tools to address increasingly sophisticated cyber threats.
  2. Capacity Building and Training: Expanding expertise in cybersecurity is a top priority. The TCRA encourages local practitioners to obtain certifications and licenses, ensuring a skilled workforce. The government also aims to train more professionals in this critical field.
  3. Expanding TZ-CERT Services: The Tanzania Computer Emergency Response Team will continue to grow its role in addressing cyber threats. This includes not only protecting the nation but also enhancing collaboration with regional and international organizations to tackle cross-border cybersecurity challenges.
  4. Growing Digital Infrastructure: Alongside cybersecurity improvements, Tanzania is expanding its internet infrastructure. Plans to increase 5G coverage and extend communication services to underserved areas will foster a broader, more secure digital ecosystem, supporting economic and social development.

Through these initiatives, Tanzania seeks to solidify its position as a cybersecurity leader in Africa and contribute to global efforts in enhancing digital security.
