Grenada to Decriminalize Cannabis with Restrictions, Government Announces

The Grenada government has announced plans to introduce legislation that would decriminalize the recreational, religious, and medicinal use of cannabis, pending parliamentary approval. Prime Minister Dickon Mitchell, who also serves as minister for national security, outlined key elements of the proposed reforms during his weekly “DMs with the PM” broadcast last week.

Mitchell emphasized that cannabis use would likely be restricted to individuals aged 21 and older, with prohibitions on public consumption, particularly near schools and other educational institutions.

He explained that the aim of the legislation is not full legalization but rather to “de-penalize” possession and use of small quantities of cannabis. The bill will also allow for the cultivation of a limited number of plants for personal use, though the exact amount is still being finalized.

In addition, the government intends to establish a regulated medicinal marijuana industry and recognize religious and sacramental use – initially accommodating the Rastafarian community, which uses cannabis as part of its spiritual practices. Commercial operations would be permitted through a licensing framework.

Mitchell also announced plans to include an amnesty provision to expunge past convictions for possession of small amounts of cannabis – an initiative aligned with the National Democratic Congress’ 2022 election platform.

However, he noted that the process is complex due to Grenada’s international obligations under global drug control treaties. Despite these constraints, Mitchell assured the public that law enforcement would no longer prioritize pursuing minor cannabis offenses.

“We certainly don’t want our officers spending their time chasing someone for a marijuana spliff,” he said. “We think there are better ways in which those resources can be utilized.”
