Qatar Emir Facilitates Ceasefire Agreement Between Rwanda and DR Congo

Reuters | On Tuesday, Presidents Felix Tshisekedi of the Democratic Republic of Congo (DR Congo) and Paul Kagame of Rwanda engaged in direct talks in Qatar, marking their first meeting since M23 rebels escalated their offensive in eastern DR Congo earlier this year. The discussions were mediated by the Emir of Qatar, amidst an ongoing military advance that has resulted in M23 forces capturing the two largest cities in eastern DR Congo.

The DR Congo accuses Rwanda of providing military support to the M23 rebels, including the dispatch of weapons and troops. This has led to the intensification of the conflict, which is now among the worst the region has experienced in decades.

In response, Rwanda claims that its military operations are in self-defense against hostile militias and the Congolese army.

While neighboring nations have made several attempts to mediate a ceasefire, a meeting planned for Tuesday in Angola failed after M23 withdrew from the talks. Despite this, the leaders in Qatar affirmed their commitment to an immediate and unconditional ceasefire, according to a joint statement released by the three governments.

The statement also emphasized the importance of continuing the discussions initiated in Doha to lay the groundwork for lasting peace. A diplomatic source familiar with the talks clarified that the meeting was informal and did not aim to replace other peace efforts.

The origins of the conflict in eastern Congo are deeply tied to the aftermath of Rwanda’s 1994 genocide and the ongoing competition for mineral resources.

Qatar has previously played a role as a mediator in various international conflicts, including its recent involvement in facilitating ceasefire negotiations between Israel and Hamas in Gaza, though that truce collapsed earlier on Tuesday.
